  5.     To the accompaniment of drums, gongs and three cheers of
  6. "Banzai!" Emperor Akihito was enthroned in Tokyo last week. It
  7. was the first such ceremony to be conducted under the country's
  8. postwar constitution, which stripped the Emperor of political
  9. power. But the presence of princes and princesses, Presidents
  10. and Prime Ministers solemnified the occasion, and leftists
  11. enlivened things with a dozen fires at shrines, military bases
  12. and subway stations.

  14.     Akihito's accession had been meant to herald a new era in
  15. which the imperial office would be free of the controversy that
  16. surrounded his father, Emperor Hirohito, for his role in World
  17. War II. But it coincided with the publication in the magazine
  18. Bungei Shunju of some recently discovered notes on
  19. conversations between Hirohito and aides in 1946, in which he
  20. discussed his role prior to Pearl Harbor. "It was unavoidable
  21. for me as a constitutional monarch," he said, "to do anything
  22. but give approval to the Tojo Cabinet on the decision to start
  23. the war." Had he opposed the attack, the result most probably
  24. would have been a coup d'etat. The country would have been
  25. violently and pointlessly divided because in any case war was
  26. inevitable.
